In Newport, the North-Atlantic allies decided that NATO needed a rapid intervention force, to protect its eastern flank.

Gathered in Newport, Wales, the North-Atlantic allies decided that NATO needed a rapid intervention force, made up of thousands of soldiers capable of intervening in any area within just a few days, and of maintaining a permanent air, ground and naval presence on the eastern flank, with the clear message that all member states would be protected. Romania will host on its soil a NATO command structure, President Traian Basescu announced at the end of the summit, stating that Bucharest had the necessary infrastructure to establish a center of acceptable size. President Traian Basescu:



“ In documents, Romania is the one that makes the offer, but we know that one of the command structures will be set up in Romania. It’s a direct offer by the US, made at the summit by President Obama, namely for the creation of a Black Sea center for naval training and exercises, which will be carried out together with the Romanian and Bulgarian fleets. The US’s commitment is to maintain a viable naval force in the Black Sea, which would at any time prepare and conduct trainings, exercises and drills.”



Before the summit, Romania had approved the presence, by rotation, of NATO fighter planes on its territory. These fighters are part of the NATO integrated defense system, alongside Romanian planes, in charge of air police activities. President Traian Basescu again:



“Besides fighter planes, 200 soldiers, pilots, mechanics and maintenance staff will be able to station in Romania, to ensure the proper functioning of the NATO planes, for them to carry out air police missions across Romania and within its area of responsibility.”



A big gain of the summit is that the allies made efforts to admit and balance the perception of threats on the basis of which they act together. Simona Soare, a researcher with the Institute of Political and Defense Studies and Military History in Bucharest told us more about the decisions made by the Allies with regard to the rapid reaction force:



“They decided to deploy such a force on the territories of the member states on the eastern border. This is extremely important to our country, because it will be part of this new configuration, this new strategic position on the eastern border. The allies agreed to consolidate these borders against the background of the threats posed by Russia’s actions in Ukraine. They recognized the existence of a new type of conflict, which they called ‘hybrid war’, facing the Alliance on the eastern border, and that is why they adopted a specific set of measures, under the Readiness Action Fund, aimed at counter fighting those threats in due time.”



Romania will act as a regional driving engine for the implementation of the decisions made at the summit, under a partnership with the US and other allies, to boost regional coordination between allies, and also as a supporter of the eastern partners. If Romania’s security is solid, than the security of the region is too, said Bogdan Aurescu, State Secretary for Strategic Affairs. The Romanian official stressed the need for a rapid implementation of the decisions made by the NATO leaders, especially with regard to strengthening the US and NATO presence in Romania, including by establishing a command structure in this country.



But how have these measures been received in Moscow? Here is our correspondent in the Russian Federation, Alexandr Beleavsch about the discontent voiced by the Russian officials:



“ NATO and the US carry on their policy of rendering the relation with Russia tenser, a fact proven by the agenda of the summit in Newport, where decisions were made with regard to enhancing NATO’s fighting capability, intensifying military activities in the long run, increasing the capacity of the rapid reaction forces, by setting up new bases in eastern Europe, enhancing the NATO presence in the Balkan countries, including Estonia, and presenting NATO’s military plans. Another factor is the development of the US-NATO missile defense shield, which, according to Russia’s ambassador to NATO Aleksandr Grusko, endangers both strategic and global stability.”



The enlargement towards the east of the North-Atlantic Treaty is an attempt to attract Russia into a new arms race, said the Russian deputy prime-minister Dmitri Rogozin during a meeting with students from Tula University. Against that background, Rogozin recalled a hunter’s saying: the closer the bear’s den, the bigger the risk to run into the bear, which is by no means a good prospect for the hunter”.

În 2002 Horia Brenciu a alcătuit HBOrchestra (Horia Brenciu Orchestra), iar primul album realizat împreună este 35”, numit aşa căci aceasta era vârsta artistului când au fost înregistrate piesele. Chiar dacă astăzi nu este luni, ni se pare potrivit să vă propunem drept HITUL ZILEI una dintre piesele de pe album, numită Septembrie, luni”. Muzica îi aparţine compozitorului Cristian Creţu, textul Andreei Miclici, iar interpretarea lui Horia Brenciu, aflat în compania orchestrei sale.
